Rotation is a page attribute, not a redraw
Every PDF page carries a rotation value — 0, 90, 180 or 270 degrees — that tells a viewer how to present it. Rotating changes that number. The page content is not redrawn, re-rendered or re-compressed, which is why rotation is instant even on a 400-page document and why it costs nothing in quality.
It is also why rotation is the safest first step in any reorganisation: it never adds or removes a page, so no page numbers change and any ranges you noted earlier stay valid.
A worked example
A duplex scanner has fed the reverse sides upside down, so every even page in a 60-page file is rotated 180 degrees. Rotating only the even pages fixes the whole document in one pass. If instead a handful of individual pages are wrong in different directions, Organize Pages shows thumbnails and lets you turn each one separately.
Limitations worth knowing
- Rotation is metadata, so a viewer that ignores the page rotation entry — some very old ones do — will still show the original orientation.
- It cannot straighten a page scanned at a slight angle. Rotation works in 90-degree steps; a three-degree skew needs re-scanning.
- Text extraction and OCR read the underlying content, so a rotated page may still need OCR run after rotation to get the reading order right.
- Encrypted documents must be unlocked first.
