Turning images into pages
Each image becomes a page. The two decisions that matter are how the image is fitted to the page and whether it keeps its proportions. Fitting to a fixed page size gives a uniform document suitable for printing; sizing the page to the image gives a file with no margins, which suits screenshots and comics.
Nothing is upscaled. A 600-pixel-wide photo placed across an A4 page is about 72 DPI and will look soft in print, because the detail was never there. Images are embedded rather than re-rendered, so what you put in is what comes out.
A worked example
Eleven receipt photos need to go to an accountant as one document. Select them
all, check the order — file dialogs sort alphabetically, which puts
IMG_10 before IMG_2 — set a fixed A4 page so every receipt
prints at the same size, and export. If the result is too large for email, compress it
afterwards at 150 DPI rather than shrinking the photos first.
Limitations worth knowing
- Images are never upscaled. A low-resolution photo makes a low-resolution page; aim for about 300 DPI across the printed width.
- The resulting PDF contains pictures of text, not text. Run OCR PDF afterwards if it needs to be searchable.
- Very large photo sets are limited by your device's memory rather than by a rule. Build the document in two halves and merge them if a batch fails.
- Transparency in a PNG is composited onto white, since a PDF page has no transparent background of its own.
- EXIF orientation is applied on import, so a photo that looked upright in one viewer and sideways in another comes out upright.

No, unless you tick the re-encode option. JPEGs are embedded as they are, byte for byte, and PNGs stay PNG. The PDF is as sharp as your originals.
Sixty per batch, with a 100 MB ceiling per image. That is a practical limit to stop the browser tab running out of memory rather than a rule about what you can do.
