Pages become slides, layout becomes objects
Each page becomes a slide sized to match it, and the content is placed onto that slide. What a PDF cannot supply is the thing PowerPoint is built around: a layout with placeholders, a master, and a notion of what is a title and what is body text. Those were discarded when the deck was printed to PDF.
The result is therefore editable in the sense that you can move and resize what is on the slide, but it does not inherit your template's theme, and text is positioned rather than flowing in placeholders.
A worked example
A client sends a 24-page PDF of a deck and asks for two slides to be updated. Converting gives you 24 editable slides where the text sits in free-standing boxes rather than title and content placeholders. For a light edit that is fine; for a rebuild in your own template, copying the text across into your layout is usually faster than fighting the imported geometry.
Limitations worth knowing
- Slide masters, layouts and theme colours cannot be recovered — they were never in the PDF.
- Text arrives in positioned boxes rather than title and content placeholders, so it will not reflow with your template.
- Animations and transitions do not exist in a PDF and cannot be restored.
- Pages that are scans convert to slides containing one image each; run OCR first if the text must be editable.
- Vector artwork may be rasterised or split into many small objects depending on how it was drawn.

No. Each slide holds an image of the page, so the text is part of the picture. Tick the speaker notes option and you at least get the text alongside each slide to copy from.
Because a PDF page and a 16:9 slide are different shapes. With Fit the whole page ticked the page is scaled to fit with background showing at the edges; untick it and the page fills the slide, trimming the overflow. Matching the page shape avoids the choice entirely.
